The Magone Home After Care Program is a pilot initiative of the Salesians in the Philippine South Province (FIS). While the aftercare program itself is a novelty for the FIS, the work with children and youth in prison is not. The Salesians’ work with children in conflict with the law (CICL) had its roots in 1983 with the Cebu Juvenile Home, at that time a youth prison in Banilad, Cebu City under the administration of the Philippine Constabulary.
The Cebu Juvenile Home eventually became the precursor of Don Bosco Boys’ Home (DBBH)- Banilad which ran a boys’ home program for over one hundred marginalized boys and a technical- vocational skills training program as an outreach at the Bagong Buhay Rehabilitation Center(BBRC) in Lahug, Cebu City, then a combined penal facility for children, youth and adult offenders.
In helping young offenders in BBRC and subsequently in OSC, the Salesians had a nagging realization that modular skills training and weekly chaplaincy were very limited in addressing their plight. Something more needs to be done. The FIS province went to crafting a relevant program for the CICL backed-up by thorough data gathering and benchmarking by its CICL task force. The Provincial Chapters of 2007 and 2010 deliberated on the aftercare concept and design. On its second presentation in 2010, the MHAP was approved as the FIS new frontier work.
The Don Bosco Magone Home seeks to prepare the CICL in Cebu for Independent living and to facilitate their smooth reintegration into their respective families and communities. Provide avenues that promote the total development of the CICL for them to become self-reliant, responsible and productive citizens of the country.
